Our Leadership Team
Brad Creasy
Brad Creasy
Brad began his career with the Bedford Volunteer Fire Department before becoming a career firefighter with the Roanoke Fire-EMS Department. He also served in Roanoke City for 21 years and rose through the ranks to Captain.
Brad received his bachelor’s degree in Business Administration from Liberty University. He is also a Virginia Fire Officer Academy graduate and holds the Chief Fire Officer Designation (CFO) from the Center for Public Safety Excellence.
Jamey Brads
Jamey Brads
Governor Spanberger appointed Jamey Brads as Deputy Director of the Virginia Department of Fire Programs. Brads joined VDFP in 2016 as the Chief of Heavy Technical Rescue, known today as Special Operations, before being promoted to Chief of Training and Operations.
He has worked in the fire service for over 30 years. He is a member of Virginia Task Force 2, FEMA Urban Search and Rescue team based in Virginia Beach, and is a Division/Group Supervisor on the Federal Incident Support Team supporting national urban search and rescue operations.
Brads serves on three NFPA committees for technical rescue training, operations, and equipment. He is a member of the International Association of Fire Chiefs Urban Search and Rescue committee and serves on the executive board of the State Urban Search and Rescue Alliance. Brads serves as the commonwealth’s representative for the National Fire Academy and the North American Fire Training Directors.
Brads has two associates degrees, a bachelor’s degree in emergency disaster management and is currently finishing up his master’s degree in homeland security/disaster management.
Billy Hux
Billy Hux
Billy Hux is the State Fire Marshal for the Commonwealth of Virginia. He joined the State Fire Marshal Office (SFMO) in 2010 and has since held multiple roles including Deputy State Fire Marshal I/II, Chief Deputy State Fire Marshal and most recently, Assistant State Fire Marshal – Special Operations.
With 25 years of extensive professional knowledge and industry experience, Billy's background encompasses firefighting, emergency management, fire prevention, fire investigation, explosives, code compliance, special investigation and classroom instruction.
Before joining the SFMO, Billy served as a Fire Inspector and Fire Marshal Liaison between the State and Richmond City at Virginia Commonwealth University. Additionally, he dedicated 22 years to Chesterfield County Fire & EMS, where he served as a Volunteer Fire Lieutenant and Company President with the Midlothian Volunteer Fire Department.
Theresa Hunter
Theresa Hunter
Theresa Hunter is the Chief Administrative Officer, where she oversees the agency's budget while also managing the administration branch, which includes fiscal services, information and technology, human resources and grants management.
With 20 years of experience in the Public Safety sector, Theresa joined VDFP in 2015 after serving as the Senior Administrative Analyst with the Chesterfield Police Department. She spent eight years prior as the Grants Manager with the City of Richmond Fire Department and also worked with the Justice Services Department.
Theresa holds a bachelor’s degree in Business Administration from Savannah State University.
Marc Brade
Marc Brade
Marc Brade is the Chief of Training & Operations. Brade previously served as Accreditation Manager and Division 7 Chief at VDFP.
Prior to his time at VDFP, he was the Fire & Rescue Chief in Wytheville, Va. and the Fire & Rescue Assistant Chief in Williston, N.D. The northern Virginia native has worked in several localities across the commonwealth.
Through 24 years of experience in the fire service, Brade has acquired extensive leadership skills in fire suppression and Emergency Medical Services (EMS). He is well versed in mentoring and coaching the career progression of others, teaching community safety and leading outreach programs.
Brade received a Bachelor’s Degree in Psychology from Virginia Tech in 1997.
Sarah Kenny
Sarah Kenny
Governor Abigail Spanberger has appointed Sarah Kenny as Community Risk Reduction Coordinator of the Virginia Department of Fire Programs.
Kenny comes to VDFP after serving as an intelligence analyst with the Department of Homeland Security’s Office of Intelligence and Analysis (DHS I&A) in Washington, D.C. She previously held the role of Special Assistant to the Under Secretary at DHS I&A.
Prior to her time in homeland security, Kenny was a Project Coordinator with the Global Internet Forum to Counter Terrorism. She also served as a Senior Program Assistant with Women in International Security.
Kenny received a Bachelor of Arts in Political Philosophy, Policy & Law from the University of Virginia in 2018. She went on to earn a Master of Arts in Violence, Terrorism and Security from Queens University Belfast in 2020.
